An established active adult golf community in Peoria with two 18-hole courses and two recreation centers, next to Sun City and just west of Loop 101.
An established active adult community in Peoria, first built in 1982 and organized around two golf courses and two recreation centers.
Westbrook Village is a master-planned active adult community on roughly two square miles in Peoria, Arizona, next to the original Sun City and just west of Loop 101. UDC (Universal Development and Construction) began building it in 1982, and today it has 3,910 homes spread across more than 40 individual neighborhoods. The community is fully built, so there is no new construction here. Everything trades as resale, which is part of the appeal for buyers who want established homes and mature trees.
The community is built around two 18-hole golf courses and two large recreation centers, plus a separate Fine Arts and Learning Center. Residents on either side of the community have full access to all amenities at both centers through one HOA membership. That is something I always point out to buyers, because it means you are not locked into one clubhouse based on where your home sits.
One of the things that sets Westbrook Village apart is how its age rule works. Westbrook Village is a 55+ community under federal HOPA rules. At least 80% of homes have a resident 55 or older, and every home must have at least one permanent resident 40 or older, under a Board resolution recorded in 2001. Residents under 18 may visit up to 90 days a year. If someone in your household is under 55, I walk through exactly how the rule applies before you start touring.
If you're relocating, our Phoenix active adult relocation guide applies here too. It covers the cost-of-ownership math, HOA structures, and tour-week planning that matter in any active adult community.
Pricing in Westbrook Village covers a wide range depending on home type, neighborhood, lot, and condition. Condos and smaller patio homes typically sit at the lower end, while larger single-family homes on the golf course reach the top. Inventory shifts often, so I am happy to pull current numbers any time you want a real-time picture, and the market snapshot further down this page shows the latest averages.
Westbrook Village is built around two recreation centers and two golf courses on two sides of the community. They have a slightly different feel, and buyers usually have a preference once they understand the differences.
The Lakes is the original side of Westbrook Village. The Lakes Recreation Center was the first clubhouse built, and the Lakes Course opened in 1983. Homes here are generally the oldest in the community, so the trees are mature, the streets feel settled, and the neighborhood has an established rhythm.
The Lakes Recreation Center includes a ballroom, aerobics studio, billiards, computer room, and dedicated studios for woodworking, pottery, and lapidary, plus a near-Olympic size pool with a separate lap section, a heated spa, and a large veranda. Tennis courts and horseshoe pits are nearby. The Lakes Course is a traditional par-71 layout with mature trees, water hazards, and a more parkland feel.
The Vistas is the newer side, with the Vistas Course opening in 1990. Homes on this side tend to be slightly newer, and the layouts often reflect early 1990s preferences, including more open floor plans and larger primary suites in some models.
The Vistas Recreation Center has a ballroom, fitness center with cardio and strength equipment, ceramics, stained glass, and needle arts studios, plus a near-Olympic size pool with spa, tennis courts, bocce, and pickleball courts. The Vistas Course is a par-72 desert links style course, which plays differently than the Lakes and tends to attract a different kind of golfer.
One important note. Even though the two sides have separate recreation centers and golf courses, residents have full access to both through one HOA membership. You can swim at the Lakes in the morning, take a ceramics class at the Vistas in the afternoon, and play either course under the golf club's own membership and rate rules.
Because Westbrook Village was built across more than 40 different neighborhoods, there is real variety in home styles. Here are the main categories I walk buyers through.
Typically two bedrooms, two or two and a half baths, with a balcony or patio. Often a fit for owners who are away part of the year and want lock-and-leave simplicity. Some buildings have their own pool in addition to the main recreation centers.
Attached single-level homes scattered through the community. Usually two bedrooms, two baths, and an attached two-car garage. Many of these enclaves have their own small pool and a separate sub-association fee that covers exterior and yard maintenance, which is worth understanding before you buy.
Detached single-level homes on individual lots, often with two-car or three-car garages, two to three bedrooms, and a full backyard. Lot sizes vary, and golf course frontage is available in select neighborhoods at a premium.
A note on HOA fees. Fees vary depending on what you buy. All homeowners pay the main Westbrook Village Association dues, but condos and patio home enclaves typically pay an additional sub-association fee for exterior and landscape maintenance. I always recommend confirming the full picture before writing an offer, and that is something I help my clients verify on every Westbrook purchase.
Two recreation centers, two golf courses, 87 sanctioned clubs, and a Fine Arts and Learning Center. There is plenty here to fill a calendar.
The Lakes (par 71, opened 1983) and the Vistas (par 72, opened 1990), both owned by the golf club's members. Each has a clubhouse restaurant. From November 1 to April 30, play is for members and their guests only.
Each recreation center has a near-Olympic size pool with a separate lap section, a heated spa, and a large veranda. Pools open at 5:30 AM and stay open into the evening, and each one closes a different morning each week, so check the current posted hours.
The Vistas Recreation Center has pickleball courts, plus tennis courts and bocce lanes. The Lakes side has tennis courts and horseshoe pits.
A full fitness center at the Vistas Recreation Center with cardio machines and strength training equipment, plus an aerobics studio at the Lakes.
Studios and workshops for hobbies like woodworking, pottery, lapidary, ceramics, stained glass, and needle arts, spread between the two recreation centers.
The Association sanctions 87 clubs. The Fine Arts and Learning Center houses a volunteer-run library that lends books, movies, puzzles, and games.

Answers to what buyers and sellers ask me most often about Westbrook Village, sorted by topic.
Westbrook Village recorded 14 closings last month at an average of $379,000. That figure blends condos, patio homes and detached houses, so the home type you want will pull your own number up or down.
Westbrook Village homes that closed last month brought $232 per square foot on average. Homes listed for sale today are asking $248, and lot, location and updates explain most of the gap from one home to another.
Westbrook Village closings last month took 69 days on average from the first day on market. Today's unsold listings show an average of 85 days so far, which tells me pricing and condition are doing the sorting.
Westbrook Village sellers netted 97.6% of list price on average last month, and 29% of those sales closed at or above the asking price. Well-prepared homes still get close to full price, while dated ones leave more room for a buyer to negotiate.
Westbrook Village has 4.5 months of inventory based on how fast homes sold over the last 6 months, which reads as a balanced market. Neither side holds all the cards, so pricing and condition decide most outcomes.
Westbrook Village has 79 active listings at the moment. The search results below update through the day as homes are added or go under contract.
Westbrook Village logged 14 sales last month. I refresh this figure each month so it stays current.
Westbrook Village listings carry an average asking price of $404,239 right now. Holding that next to the sold average in the snapshot section above shows how far asking prices run ahead of what buyers end up paying.
Westbrook Village listings average 1,633 square feet, with roughly 2.2 bedrooms and 2.1 baths. Last month's closed homes averaged 1,583 square feet.
Westbrook Village saw its busiest month of the last 12 in March, with 31 closings. Late winter into spring is usually when the most buyers are touring here.
Westbrook Village averages move around from month to month because the mix of condos and houses changes. In the latest month on the 12-month chart, homes averaged about $409,000 at list and $403,000 at sale. I update the chart data monthly, and the longer view is more useful than any single month.
Westbrook Village has 14 homes under contract right now, carrying an average list price of $417,625.
Westbrook Village is a 55+ community under the federal Housing for Older Persons Act (HOPA), with an added 40+ floor. At least 80% of homes have a resident 55 or older, and a Board resolution recorded in 2001 requires every remaining home to have at least one permanent resident 40 or older. Permanent residency is closed to anyone under 18, though younger guests can visit for up to 90 days in any 12-month period.
Westbrook Village qualifies as housing for older persons under the 55+ exemption, which requires at least 80% of occupied homes to have someone 55 or older. The 40+ rule is a recorded Board resolution that applies only to the remaining homes, so it adds a floor rather than replacing the 55+ standard. This is general information, not legal advice, and I always have buyers confirm the current CC&Rs.
In Westbrook Village, an adult under 40 can live full time in a home that has a 55+ occupant, or in one of the remaining homes that has a permanent 40+ occupant. Nobody under 18 can live there permanently. The Association verifies occupancy, so plan on submitting ages for everyone in the household.
Yes, Westbrook Village tenants must meet the same age rule as owners. The Association also charges a renter ID fee of $25 per person.
Westbrook Village charges new owners a $4,655 Preservation Fee at closing, and it goes to the reserve fund. On top of that, the resale disclosure is $350 and the CC&R documents are $50, with a $100 rush option. The Association has waived the Preservation Fee for current owners who buy a second Westbrook home.
Westbrook Village resale paperwork comes to $350 for the disclosure plus $50 for documents, which is $400 total and matches the cap in A.R.S. 33-1806. The $100 rush fee is optional, and the statute places the disclosure fee with the seller.
Westbrook Village sets a 30-day minimum lease in its Architectural and Environmental Standards. Every tenant must meet the age rule, so screen applicants with that in mind before you sign.
Furnished sales do happen in Westbrook Village, but it depends entirely on the homeowner. If a turnkey home appeals to you, say so early and I will ask listing agents for an itemized list of what conveys.
For a Westbrook Village home built in the 1980s, the roof and the HVAC system deserve the closest attention. Ask the inspector how many years each one realistically has left, and request any replacement receipts from the seller so your budget is based on facts instead of guesses.
Westbrook Village allows solar, and Arizona statutes 33-1816 and 33-439 keep an HOA from banning it. The Association does require architectural committee approval and prefers panels on the rear or a flat section of the roof.
The Westbrook Village Association is self-managed, with General Manager Karen Jones, AMS, CMCA. The office is at 19281 N Westbrook Pkwy, 623-561-0099, open Monday through Thursday from 8:00 AM to 4:30 PM.

Westbrook Village Association dues are $819 a year for 2026, about $68 a month, due January 1. Many condo and patio home neighborhoods add a sub-association fee for exterior and landscape care, and the Westbrook Village HOA fees guide walks through it. Golf memberships are a separate bill from the golf club, not part of HOA dues.
Westbrook Village does not publish sub-association fees, but recent MLS listings show roughly $339 to $385 a month on top of the $819 master assessment. Scotland Hills, Oakbrook, Village Square and Edgewater Park all fall in that band, and there are 18 named sub-associations, so each address needs its own check.
Westbrook Village Golf Club does not post membership dues, which come in 12-month, 6-month and weekend options, so call 623-566-4548 for current pricing. For the 2026 to 2027 winter season, rack rates run $85 to $149 with a cart, and member rounds run $52 to $71 plus cart.
Westbrook Village tax bills depend on the parcel, but one 1,880 square foot home built in 1989 paid $2,025 for 2025 according to MLS records. Other recent listings ranged from $1,678 to $2,824. Before you buy, I confirm the actual figure with the Maricopa County Assessor and Treasurer.
Westbrook Village has been built out for decades, so every sale is a resale. UDC began building here in 1982, and a lot of homes have been remodeled since, which makes condition vary widely from house to house. Expect some updating on many of them.
Westbrook Village detached homes are typically single-level. MLS listings show that some condo buildings, such as Village Square, have more than one floor, so I confirm the layout on any condo before a showing.
Yes, a casita does turn up in Westbrook Village from time to time, which gives visiting family their own space. Let me know it is on your list and I will set your search to flag them.
Westbrook Village homes do not have RV garages. Owners can lease space by the year in the gated, owners-only RV lot at 9233 W Lakeview Rd, which has a dump station. Call the Association office for availability.
Westbrook Village does have golf course lots along both the Lakes and Vistas courses. If frontage matters to you, I will filter for those homes and point out which hole each one faces.
Yes, Westbrook Village has homes with lake views and homes with mountain views. Views vary a lot by street and lot, so it is worth seeing each one in person.
Yes, some Westbrook Village homes have their own private pool. You also have both recreation center pools as part of your HOA membership.
Westbrook Village closings averaged $379,000 last month, but prices span a wide range by home type, lot and condition. Condos and patio homes usually make up the lower end, and larger detached homes on the golf course tend to bring the most. Since everything is resale, two similar floor plans can sell far apart depending on updates.
Westbrook Village has two 18-hole courses, owned by the golf club's members since they bought both from UDC in 1994. The Lakes Course is par 71 and opened in 1983, and the Vistas Course is par 72 and opened in 1990. Details are on the Westbrook Village Golf Club website.
Westbrook Village's Lakes side is the original section, with the oldest homes, the Lakes Recreation Center and the par 71 Lakes Course. The Vistas side came later, with somewhat newer homes, the Vistas Recreation Center, its pickleball courts and the par 72 Vistas Course. One HOA membership covers both recreation centers.
Westbrook Village golf is open to outside players only part of the year. From November 1 through April 30, the courses are for members and their guests, and public play opens from May 1, with a summer public rate of $85 in 2026.
The Westbrook Village Fine Arts and Learning Center, at 18827 N Country Club Pkwy, houses the volunteer-run library, which lends books, movies, puzzles and games. The Westbrook Posse office is in the same building.
Westbrook Village has pickleball courts at the Vistas Recreation Center and tennis courts at both centers. The Association does not publish official counts, so I suggest touring the courts during a busy morning to get a feel for play.
Yes, both Westbrook Village clubhouses have restaurants. The Links Neighborhood Grill at the Vistas is open to the public seven days a week, and the Sunset Bistro at the Lakes serves daily from 11 AM to 8 PM.
Westbrook Village pools open at 5:30 AM, and the official closing time is listed as either 9:30 PM or 10:00 PM depending on which Association document you read. The Lakes pool closes Monday mornings and the Vistas pool closes Tuesday mornings, so check the current posted hours.
Westbrook Village lists 87 sanctioned clubs on the Association website, covering a wide range of hobbies and interests.
Westbrook Village collector roads have extra-wide paved shoulders that carts, bikes and walkers share. Street-legal requirements follow City of Peoria and state rules, and carts may not be parked on the street overnight.
Westbrook Village allows household pets, as long as they stay on a leash in common areas and owners clean up right away. I did not find a published limit on the number of pets, so I check the current rules for any home you are considering.
No, Westbrook Village has no gate. Its streets are public city streets.
Westbrook Village residents mostly walk on the wide paved road shoulders. The Association site does not list a named lake trail.
Westbrook Village is in Peoria, right next to the original Sun City and just west of Loop 101. The Peoria Sports Complex, spring home of the Padres and Mariners, sits roughly 4 miles off, and Lake Pleasant Regional Park is about 17 miles away.
Westbrook Village sits roughly 32 driving miles northwest of Sky Harbor International Airport. Most drives take 40 to 50 minutes, and rush hour can stretch that, so leave a cushion for early flights.
From Westbrook Village, Abrazo Arrowhead Campus is about 4.4 miles away, Banner Boswell Medical Center in Sun City is about 5.5 miles, and Banner Thunderbird Medical Center is about 8.6 miles.
Lake Pleasant is about 17 miles from Westbrook Village, roughly 37 minutes to the south entrance area.
The Peoria Sports Complex is about 4.2 miles from Westbrook Village, close to a 9-minute drive. The San Diego Padres and Seattle Mariners hold spring training there.
Loop 101 runs along the east side of Westbrook Village, and the Union Hills interchange is about 2 miles from the Association office.
Arrowhead Towne Center is about 4 miles from Westbrook Village, and there are more shopping centers along Bell Road.
Westbrook Village and Sun City sit right next to each other but differ in scale. Westbrook Village has 3,910 homes, two 18-hole courses, two recreation centers and 87 clubs, with master dues of $819 a year. Sun City, the original 55+ community, has 8 recreation centers, 8 golf courses and 124 chartered clubs. Buyers who want a smaller footprint often start with Westbrook, and those who want the most variety look harder at Sun City.
Westbrook Village and Ventana Lakes are both established active adult communities in Peoria, but they are built around different things. Westbrook Village centers on two 18-hole golf courses and two recreation centers. Ventana Lakes is a 55+ community built around nine stocked lakes with catch-and-release fishing and non-motorized boating, plus four clubhouses and a full-time activities director. Golfers tend to lean toward Westbrook, and people who would rather fish or paddle often prefer Ventana Lakes.
