PebbleCreek is one of the most established 55+ communities in the West Valley. It is a guard-gated, master-planned Robson Resort Community set on roughly 2,300 acres in Goodyear, Arizona, with two distinct sides, three championship golf courses (54 total holes), and an amenity package that is hard to match anywhere else in the Phoenix area.
The community broke ground in 1993 and has grown into a neighborhood of around 10,000 residents. Robson is still building new construction homes on the Tuscany Falls side, while the original Eagle's Nest side is fully built out and trades only as resale. That mix of new and resale gives buyers real choice on price, finish level, and how much updating they want to take on.
Inside the gates, life moves at whatever pace you choose. There are over 100 chartered clubs and interest groups, an award-winning LifeLong Learning program, a Creative Arts Center with dedicated studios for ceramics, stained glass, woodworking, and glass arts, and a 332-seat performing arts theater. Streets are golf-cart friendly, and most amenities are reachable from your driveway in a four-seater.
Home prices at PebbleCreek cover a wide range depending on series, lot, view, and finish level. New construction starts in the low $500,000s and runs up close to $1 million. Resale inventory varies more, with smaller Casita homes typically among the most affordable options and golf-course Estate homes at the top of the range. PebbleCreek is split into two sides by PebbleCreek Parkway, and they have a different feel. Buyers usually have a clear preference once they understand the differences. This is one of the first things I walk clients through.
Eagle's Nest is the original phase of PebbleCreek. Homes here were built between roughly 1994 and 2008, so the trees are mature, the streets feel established, and the neighborhood has a settled rhythm. This side is fully built out, which means homes are resale only.
Eagle's Nest has its own guard-gated entrance, an 18-hole championship golf course with seven lakes, a clubhouse with restaurant and pro shop, a pool complex, tennis courts, and arts and crafts facilities. Buyers who want a more traditional, mature feel and are comfortable updating an older home tend to gravitate here.
Tuscany Falls is the newer phase, with construction that started around 2006 and is still active today. This is where you will find new construction homes from Robson alongside more recent resales.
Tuscany Falls has its own guard-gated entrance, 36 holes of golf designed by Dick Bailey (East and West courses), the larger Tuscany Clubhouse, the Tuscany Sports & Aquatics Complex with an indoor lap pool, the 332-seat performing arts theater, the Creative Arts Center, and the pickleball complex. Buyers who want newer construction or year-round indoor swimming typically lean here.
One important note. Even though the two sides have separate gates and clubhouses, residents have full access to all amenities on both sides through one HOA membership. You are not locked into one clubhouse, one pool, or one set of courts.

What's the minimum age to live in PebbleCreek?
PebbleCreek is a 55+ active adult community. At least one resident in each home must be 55 or older. A limited number of homes can include occupants 40 or older under HUD's exception, and no permanent residents under 19 are allowed.
How many golf courses does PebbleCreek have?
54 holes total across three championship courses: Eagle's Nest (18 holes, 7 lakes, White Tank Mountain views), Tuscany Falls East (18 holes), and Tuscany Falls West (18 holes). The two Tuscany Falls courses were designed by Dick Bailey. PebbleCreek offers a range of annual memberships, play card options, and daily green fees, so you can match your golf use to your budget without committing to a full membership.
What are the HOA fees at PebbleCreek?
HOA dues at PebbleCreek are $1,761 billed semi-annually, which comes to $3,522 a year, or about $294 a month equivalent. The dues cover the guard gate, recreation and fitness facilities, pools, and common area maintenance. There is also a one-time Community Enhancement Fee at closing equal to one year of dues, currently $3,522, which is refundable if you buy and sell within PebbleCreek within 18 months. Is Luke Air Force Base going to be a noise issue?
Luke Air Force Base is roughly six miles from PebbleCreek, so there are days when you will hear F-35s and other military aircraft overhead. Most residents call it the sound of freedom, and many genuinely enjoy watching the flyovers. Sound sensitivity varies, though, so I always tell buyers to spend time at a property at different times of day before committing. If you are particular about quiet, this is something to factor in honestly. If you are not, most residents stop noticing it within a few weeks.
Can I still buy a new construction home at PebbleCreek?
Yes. Robson is still actively building new homes on the Tuscany Falls side, including new releases in Unit 47B and other phases. New construction can be a great option, but builder contracts work differently than resale contracts. The timeline, the upgrade process, and the negotiation points are different.
